There is hard, yellowish crust on my dairy yoghurt, what is it?

This most likely stale milk powder. 

We have found that old milk powder does not dissolve well. I have learned that buying a 1 kg pack of milk powder is a false economy. I now buy a 500-gram pack and run out before it gets stale.
